We passed the 13th, 14th, and 15th Amendments, but refused to enforce them until the Civil Rights Acts of 1964 and 1965, which didn’t pass because JFK campaigned on them—they passed because people on the ground forced action. As Condoleezza Rice says, politics makes the impossible seem inevitable. Movements always come first. Trump was checked not by speeches, but because women and Parkland students took to the streets.
