September Revenue Collections Total $5.457 Billion

Monthly collections up $858 million or 18.6% vs. September 2026 actual; $147 million above benchmark

(Boston, MA) — Massachusetts Department of Revenue (DOR) Commissioner Geoffrey Snyder today announced that preliminary revenue collections for September totaled $5.457 billion, $858 million or 18.6% more than actual collections in September 2025, and $147 million or 2.8% above benchmark.[1]



FY2027 year-to-date collections totaled approximately $11.700 billion, which is $1.617 billion or 16.0% more than actual collections in the same period of FY2026, and $147 million or 1.3% above the year-to-date benchmark.



“September 2026 revenue included increases relative to September 2025 collections in withholding, non-withholding income tax, sales tax, and corporate and business tax” said Commissioner Snyder. “The increase in withholding was driven, in part, by an increase in collections from firms in the professional, scientific and technical services industry. The increase in non-withholding income tax is mostly driven by an increase in pass-through entity tax (PTET), partially offset by an increase in refunds. The increase in sales tax is due, in part, to typical fluctuations in monthly collections. The increase in corporate and business tax is due to an increase in estimated and return payments, possibly due to Massachusetts’ delayed conformity to the “One Big Beautiful Bill Act” (OBBBA) (P.L. 119-21).”



In general, September is a significant month for revenues because many individuals and corporations are required to make estimated payments.  Historically, roughly 10.2% of annual revenue, on average, has been received during September, making it the third or fourth largest revenue month of the year.

  • Income tax collections for September totaled $3.234 billion, $50 million or 1.6% above benchmark, and $399 million or 14.1% more than September 2025.

  • Withholding tax collections for September totaled $1.525 billion, $32 million or 2.1% above benchmark, and $32 million or 2.1% more than September 2025.

  • Income tax estimated payments for September totaled $1.586 billion, $38 million or 2.4% above monthly benchmark, and $343 million or 27.6% more than September 2025.

  • Income tax returns and bills for September totaled $242 million, $7 million or 3.2% above benchmark, and $72 million or 42.4% more than September 2025.

  • Income tax cash refunds for September totaled $119 million in outflows, $27 million or 28.7% above benchmark, and $48 million or 67.1% more than September 2025.

  • Sales and use tax collections for September totaled $841 million, $16 million or 1.9% above benchmark, and $11 million or 1.4% more than September 2025.

  • Corporate and business tax collections for September totaled $1.141 billion, $74 million or 7.0% above benchmark, and $447 million or 64.4% more than September 2025.

  • “All other” tax collections for September totaled $241 million, $6 million or 2.8% above benchmark, and virtually equal to September 2025.
