QUINCY, MASS — The Massachusetts Developmental Disabilities Council (MDDC) is pleased to announce that Ben Kaplan has joined the organization as Communications Coordinator. He will lead the Council’s public outreach and media relations to support the Council’s mission and State Plan objectives.

Kaplan brings extensive familiarity with the Commonwealth's political landscape, having worked in both the Massachusetts House of Representatives and State Senate. Most recently, he was Communications Director for State Senator Susan L. Moran, where he shaped legislative messaging, and led digital outreach. His previous experience as a Legislative Aide in the Massachusetts House of Representatives has shaped how he approaches community engagement; centering the needs of those he is connecting with primarily.   



“I am excited to join MDDC and contribute to its important work promoting equity and inclusion for the I/DD community,” Kaplan said. “Throughout my career, I have really focused on improving people's ability to understand the issues and resources that affect their lives. I look forward to continuing to find unique ways to educate and inform in this role.” 



Throughout his career, Kaplan has worked to translate complex policy issues into clear, accessible information for the public. His experience spans organizational communications, legislative advocacy, and stakeholder engagement across a wide range of policy areas affecting Massachusetts residents. Kaplan is a graduate of Ithaca College, where he earned a bachelor's degree in Journalism with a minor in Political Science. 



“Effective communication is essential to advancing the Council’s mission and ensuring that individuals, families, advocates, and policymakers are connected to our work,” said Craig Hall, Executive Director. “As the Council continues to expand its outreach and public education efforts, his creativity, communications expertise, and commitment to public service will be tremendous assets to our team.”
