May Revenue Collections Total $2.767 Billion
Monthly collections up $140 million or 5.3% vs. May 2025 actual; $231 million above benchmark

BOSTON, MA — Massachusetts Department of Revenue (DOR) Commissioner Geoffrey Snyder today announced that preliminary revenue collections for May totaled $2.767 billion, $140 million or 5.3% more than actual collections in May 2025, and $231 million or 9.1% above benchmark.[1]
FY2026 year-to-date collections totaled approximately $40.809 billion, which is $1.663 billion or 4.2% more than actual collections in the same period of FY2025, and $1.823 billion or 4.7% above the year-to-date benchmark.
“May 2026 revenue included increases relative to May 2025 collections in withholding, non-withholding income tax, and sales tax,” said Commissioner Snyder. “These increases were partially offset by a decrease in corporate and business tax. The increase in withholding was driven, in part, by an increase in collections from firms in the finance and insurance industry. The increase in non-withholding income tax is mostly driven by a decrease in refunds as well as an increase in estimated payments. The increase in sales tax is due, in part, to typical fluctuations in monthly collections. The decrease in corporate and business tax is due to an unfavorable increase in refunds coupled with a decrease in estimated payments.”
May has historically been a mid-size month for collections, ranking seventh of 12 months in five of the last 10 years. Net revenue collections in May are influenced by the individual tax filing season, which generates both inflows and refund outflows during the month. Estimated payments from individuals and businesses are not significant in May.
Details:
- Income tax collections for May totaled $1.733 billion, $239 million or 16.0% above benchmark, and $181 million or 11.7% more than May 2025.
- Withholding tax collections for May totaled $1.623 billion, $165 million or 11.3% above benchmark, and $139 million or 9.4% more than May 2025.
- Income tax estimated payments for May totaled $92 million, $27 million or 40.7% above monthly benchmark, and $23 million or 33.5% more than May 2025.
- Income tax returns and bills for May totaled $204 million, $12 million or 6.1% above benchmark, but $7 million or 3.3% less than May 2025.
- Income tax cash refunds for May totaled $186 million in outflows, $36 million or 16.1% below benchmark, and $26 million or 12.1% less than May 2025.
- Sales and use tax collections for May totaled $796 million, $44 million or 5.9% above benchmark, and $16 million or 2.0% more than May 2025.
- Corporate and business tax collections for May totaled $10 million, $60 million or 85.9% below benchmark, and $59 million or 85.8% less than May 2025.
- “All other” tax collections for May totaled $229 million, $6 million or 2.8% above benchmark, and $2 million or 0.9% more than May 2025.
