Common Cause Calls on Congress to Reclaim War Power Authority

Common Cause and a coalition of veterans, faith, and watchdog organizations has urged Congress to reclaim its constitutional authority over decisions of war and peace. Common Cause warns the illegal Iran war, waged without a vote in Congress, is a dangerous erosion of checks and balances.

In a letter sent to congressional leadership, the coalition calls on lawmakers to reassert their Article I powers by requiring congressional authorization before further military escalation, strengthening oversight of ongoing operations and spending, and advancing reforms to ensure Congress plays a meaningful role in future deployments.

“The Constitution places decisions of war and peace in the hands of Congress because the American people deserve a voice before their lives and tax dollars are put on the line,” said Abigail Bellows, Common Cause Senior Policy Director for Anti-Corruption and Accountability. “Every moment lawmakers fail to act weakens accountability and puts both our democracy and more lives at risk. Common Cause stands ready to work with Congress to restore the proper balance of power and ensure that decisions about war reflect the will of the people.”

The letter emphasizes the Constitution grants Congress — not the president alone — the authority to declare war, fund military action, and provide oversight. Yet, over time, presidents of both parties have expanded unilateral military authority, sidelining the role of the people’s representatives.

Recent military action taken without congressional approval, including the expenditure of $5.6 billion on the war in Iran, underscores the need for immediate congressional intervention. Reasserting congressional authority is not a partisan issue, but a constitutional responsibility essential to safeguarding American lives, protecting national security, and preserving our democracy.
