New Warren-Markey Report Details Impacts of Trump Admin’s Clean Energy Attacks on Massachusetts
Trump’s war on clean energy has cost Massachusetts more than $8.6 billion in investments and more than 16,700 jobs
Massachusetts residents will pay higher energy prices and miss out on clean energy innovation
Washington, D.C. — U.S. Senators Elizabeth Warren (D-Mass.) and Ed Markey (D-Mass.) released a new 19-page report today laying out how the Trump administration’s attacks on clean energy are hurting Massachusetts residents, including through higher energy costs, thousands of lost jobs, and billions of dollars of investments withdrawn from the Commonwealth’s economy.
“Donald Trump promised to lower prices on Day One — but one year later, his reckless policies have jacked up families’ electricity bills and ripped away tens of thousands of good jobs,” said Senator Elizabeth Warren. “As a clean energy leader, Massachusetts has felt the brunt of these attacks. I won't stop fighting to protect our local economy and record of innovation.”
In the last year, the Trump administration has stalled or killed 324 clean energy projects across the country, costing more than 165,000 clean energy jobs and $53 billion in private investment. Massachusetts is a leader in clean energy, and as a result, has been disproportionately impacted by these attacks: over $8.6 billion in investments and more than 16,700 jobs have been lost or delayed since President Trump took office, and the administration has targeted federal funding to Massachusetts research institutions for clean energy projects.
In late December 2025, the Trump administration took the extreme step of suspending leases for all large-scale offshore wind projects under construction in the United States, putting at risk a further $25 billion worth of projects that were expected to power more than 2.5 million homes along the East Coast, including in Massachusetts.
Before the Trump administration’s attacks, Massachusetts was home to over 7,500 clean energy businesses and 115,000 clean energy workers, contributing nearly $16 billion to the Gross State Product (GSP). Now, these jobs and economic contributions are at risk.
The senators’ offices spoke with 13 labor leaders, clean energy experts, and industry representatives to learn how the administration’s moves are impacting Massachusetts residents. The senators’ investigation found that the administration’s attacks on clean energy:
- Raise electricity and other utility costs across the country, including in Massachusetts. According to an industry association member, the administration’s actions are “handcuffing people to rising energy costs and limiting their ability to make their bills affordable.”
- Hurt the state’s economy, costing jobs and slowing innovation. One labor advocate remarked that because of Trump, there are “not enough jobs to go around.”
- Hurt economic growth by sowing executive and investor doubt about the future of the clean energy sector across the country and especially in the state. Industry executives reporting project financing concerns are left wondering, “Is this worth it? Do I need this?”
- Threaten clean energy research excellence, including at Massachusetts institutions, while ceding vital ground, information, and talent to global competitors. One researcher at a top institution shared that they “don’t know day to day whether they are going to have a job.”
“The clean energy sector is vital to Massachusetts’ present and future, paving the path towards higher-paying jobs, lower energy prices, and economic growth…Americans nationwide deserve reliable and affordable clean energy,” the senators concluded.
