BOSTON — Massachusetts Attorney General Andrea Joy Campbell, in her role as the state’s ratepayer advocate, today announced that her office’s advocacy on behalf of Massachusetts consumers has saved approximately $2.11 billion in utility costs during the 2025 fiscal year. The $2.11 billion sum is the result of the Energy and Ratepayer Advocacy Division’s (ERA) participation in more than 175 proceedings before regulatory agencies and courts to protect consumers from unnecessary utility costs.  



“As the Commonwealth’s ratepayer advocate, I am deeply committed to protecting consumers from unnecessary utilities costs and ensuring that more money stays in consumers’ pockets—especially as utility bills continue to rise each year,” said AG Campbell. “Affordability and consumer protection are at the forefront of our work, and I applaud my team’s extensive advocacy to deliver meaningful, long-term cost relief for all Massachusetts ratepayers while continuing our progress towards a clean energy future.”  



In addition to uplifting energy savings achieved this year, AG Campbell today announced ERA’s new semiannual newsletter, The Energy Advocate, which will provide relevant updates on ratepayer impacts, resources dedicated to helping customers manage utility bills, and useful energy and cost saving tips. The inaugural edition gives consumers an overview of their gas bill, highlights various utility assistance programs, and celebrates some of ERA’s major wins in fiscal year 2025, including successfully advocating before the DPU to: 




  • Cut $1.6 billion in unnecessary costs related to the electric utilities’ Electric Sector Modernization Plans;  

  • Save National Grid ratepayers $205 million, including providing higher discounts for the lowest-income households; and 

  • Lower the amount of money gas utilities can recover from ratepayers for the Gas System Enhancement Plan (GSEP), saving customers an estimated $195 million in the near term and minimizing costs for the remainder of the GSEP program. 



Through her ERA Division, AG Campbell serves as the statutory ratepayer advocate for the Commonwealth. She remains committed to advancing a cost-effective and equitable clean energy transition, with a strong emphasis on keeping energy affordable and expanding opportunities for underserved communities to participate in state energy proceedings that impact them.
