Moulton Statement on the Garcia Resolution of Disapproval
November 19, 2025
WASHINGTON, D.C. - Congressman Seth Moulton (MA-06) issued the following statement regarding his decision tonight to vote Yes on the resolution disapproving of Congressman Chuy García’s (IL-04) decision to handpick his successor and forego an open primary election for his congressional seat.
“Healthy and functioning democracies depend on transparent processes, free and fair elections, and trust in the will of the people. Democrats cannot preach about the importance of free and fair elections in one breath, and then look the other way when one of our colleagues undermines those very same democratic values by effectively anointing his own successor on his way out of Congress.
"Last night, a number of my Democratic colleagues argued against this resolution because Rep. García is a good man, has a long record of service to his community, and his family is sick. I agree with all of these things, and none excuse undermining democracy.
"Congressman García’s attempt to install his chief of staff in his seat without an open primary would rob his voters of the right to choose their own representative in Congress.
“Because of this, I voted in favor of the disapproval resolution. Our commitment to democracy cannot be conditional or based on partisan or preferential treatment.”
