Moulton Introduces FARE Act
November 10, 2025
SALEM, MA - Today, Congressman Seth Moulton (MA-06) introduced the Fair Aviation in Restrictions and Emergencies (FARE) Act, which stipulates that before the FAA can cancel a single commercial flight during a government shutdown, it must first restrict private jet travel — with clear exceptions for public safety, government operations, medical flights, and other essential missions.
In a statement made Sunday, Congressman Moulton said:
"As the Republican shutdown drags on, one thing has been made painfully clear by the Trump Administration's actions: working Americans and their families are always the first to feel the pain of a shutdown, while the wealthy and well-connected continue to receive preferential treatment. That needs to end.
"This week, I plan to introduce legislation to make sure everyday Americans aren't the ones who suffer first when Washington fails to do its job and keep our government open. My bill, the FARE Act, requires that during any government shutdown, the FAA must halt private flights before it restricts commercial flights. If we do not have enough staff to safely operate our airspace, the first people to feel it shouldn't be families trying to get home to see their loved ones.
"This bill, very simply, puts the working class ahead of the wealthy few. In this shutdown, and potential future shutdowns, we cannot leave the American people vulnerable when gridlock in Washington threatens their lives and livelihoods. We need guardrails in place so that these hard-working Americans don't pay the price for political dysfunction.
"This is about fairness and common sense. It's about reminding this administration - and future ones - that the government's first duty is to the people it serves, not to the wealthy few."
The FARE Act is being introduced during today's pro forma session in the House of Representatives.
