NCSL Urges Senate to Oppose AI Moratorium

WASHINGTON, D.C.— NCSL President and Utah Senate President Pro Tempore Wayne A. Harper and the Executive Committee of the National Conference of State Legislatures, the governing body of the bipartisan organization representing legislators and legislative staff, voiced their continued opposition to the 10-year moratorium on states’ ability to enforce legislation regulating artificial intelligence currently included in the Senate’s reconciliation proposal.



The NCSL officers urged all U.S. senators to reject this provision, which also ties BEAD funding to states’ compliance with the moratorium, calling it a misguided approach that undermines state authority. Instead, they encourage Congress to engage directly with state leaders to promote thoughtful AI governance—without coercion or federal overreach.
