API Responds to EPA’s Proposed Renewable Fuel Standard

WASHINGTON, June 13, 2025 — American Petroleum Institute (API) Vice President of Downstream Policy Will Hupman today issued the following statement as the Environmental Protection Agency (EPA) released its proposed Renewable Fuel Standard “Set 2” rule to establish volume obligations for calendar years 2026 and 2027.
“We thank EPA for releasing a timely proposal that will get the Renewable Fuel Standard program back on track and bring much-needed certainty to the marketplace. We look forward to reviewing the rule and working with the administration on an outcome that benefits all stakeholders and is in the best interest of American consumers."
EPA also issued a final rule revising the 2024 cellulosic volume obligation.
During the development of the proposed rule, API led a coalition of stakeholders – including agriculture, ethanol, and biofuels interests – to provide recommendations to EPA on the path forward for the Renewable Fuel Standards.
